​Hazardous Materials Management

​SCA Environmental, Inc. has one of the largest staff of asbestos- and lead-certified professionals in California. Our Project Managers for hazardous materials projects consist of Professional Engineers and Certified Industrial Hygienists with many years of experience in this area.
SCA's goal is to minimize our Clients' liability and cost exposure related to asbestos, lead-based paint, and other hazardous materials. Our inspection services are designed to produce reliable, defensible data, and to avoid change orders and other surprises during construction. SCA's abatement designs use proven, state-of-the-art methods approved by local regulatory agencies.

Examples of Hazardous Materials Management projects include:
  • Calaveras Reservoir, located immediately east of Fremont, CA, is a major reservoir owned and operated by the SF Water Dept (SFPUC). The 90+ years old earthen dam was replaced over an 8-year period (2011-2019). Due to the significant excavation, grading and construction events that would aerosolize asbestos from the soil (measured at 20%), the project required full time air quality monitoring for asbestos at 11 locations, to ensure and document proper air quality, based on CARB and local air district requirements. SCA’s field staff provides air monitoring of personnel, along with customized air monitoring equipment, to fulfill the monitoring requirements for the project duration and also provided as-needed Certified Industrial Hygienist services to advise the Construction Management Team.​
  • Twin Rivers Housing Development, Sacramento, CA. SCA performed a Phase I ESA for the multi-acre site and managed a hazardous materials investigation for all 69 buildings (over 150 units). SCA’s team of Certified Asbestos Consultants and Certified Industrial Hygienists performed confirmation soil sampling following building demolition to evaluate if demolition had contributed to surface soils contamination. SCA also designed and implemented a Phase II ESA (soil, soil vapor and groundwater) for the site, and prepared a comprehensive Phase II report which included waste characterization information for soils slated for off-site disposal.
  • Southfield Area Demolition-Taxilane Realignment, San Francisco International Airport. SCA completed a Pre-Demolition Survey on 11 structures including Building 16 (TWA Building), CMU Workshop, Building 22 Commissary, GTU Administration and Inspection Buildings, GTU Car Wash, GTU Fueling Depot, Small GTU Support Buildings 1 and 2, Building 10, Emergency Response Facility (ERF #3), and the Sanitary Sewer Pump Station 10 (SPSS10). Roadways, taxilanes and parking structures were also included. SCA’s survey identified numerous hazardous materials requiring removal prior to the taxilane realignment. SCA prepared contract specifications and plans and provided construction oversight during hazardous materials removal which lasted 4 months. All work was completed on time and within budget for the project.
  • Terminal 1 – Boarding Area B, San Francisco International Airport. SCA completed a Pre-Demolition Survey at the site, and SCA’s Certified Industrial Hygienists and Certified Asbestos Consultants designed the abatement specifications for this area. During the course of the project, SCA provided pipeline sampling under the taxilane and airside operations areas to evaluate coatings for asbestos, lead and PCBs. Work was often performed for these site assessments on an emergency basis when the pipelines were uncovered during demolition work within the asphalt areas. SCA was able to respond within 24 hours, and often within 4 hours, given our in-house staff. All work was completed on time and within budget for the project.
  • Port of San Francisco, Pier 70 Radioactive Materials Investigation: During renovation at Pier 70, evidence of contamination by radioactive materials was identified in one area of a building. SCA received an Emergency request from the Port to provide investigation and remediation plans to address the possible contamination. SCA responded immediately and retained a firm specializing in radiological investigations to inspect the area and provide a reoccupancy inspection.
