Mr. Chuck Siu, PE, CIH, CAC, CDPH

​Mr. Chuck Siu is a Sr. Consultant with SCA who has distinguished himself in remediation, environmental consulting, and hazardous materials management.  With 40 years of environmental consulting experience in the Bay Area, Mr. Siu has investigated releases of organic and inorganic contaminants, assessed and selected remedial alternatives, and designed, constructed, operated, maintained, and optimized remedial actions. Mr. Siu provides solutions to contamination in soil and groundwater by collecting and analyzing data, understanding the nature and extent of the contamination, and implementing effective remedial actions. He is adept in understanding scope, anticipating schedule, and managing budgets under a variety of contract mechanisms, while addressing diverse technical challenges, addressing community concerns, and representing the client’s interests. Mr. Siu has also provided expert testimony in the environmental field for the past 20 years. 

Mr. Siu has provided a broad range of services for municipal and private clients with assessment, remediation, air quality, stormwater, hazardous materials, permitting, and sustainability needs. He has worked with Bay Area regulatory agencies, including Bay Area Air Quality Management District (BAAQMD), Department of Toxic Substances Control (DTSC), and CalOSHA on most projects. His project team performs environmental assessments, hazardous materials management, construction design documents and mitigation monitoring, specifications, technical abatement design, regulatory negotiation and compliance, risk assessments, site assessments and remedial design, and litigation support.


Mr. Siu managed remediation of several contaminated chemistry and mining laboratories at the University of California at Berkeley. This included creating a unique thermal desorption protocol for mercury-saturated asphalt materials and planning the removal of a concrete-filled 1,000-gallon UST from the basement of a historic classroom building. Mr. Siu has also managed comprehensive asbestos and lead-based paint surveys at numerous campus buildings to determine the condition and extent of asbestos-containing materials and to prepare abatement cost estimates, design documents, and long-term budgeting and planning estimates. Sites included Cowell Memorial Hospital, Manville Hall, Dwinelle Hall, Hearst Mining Building, McCone Hall, and Kroeber Hall, among others.

Mr. Siu managed the asbestos survey and database project for over 400 historic buildings owned by the City and County of San Francisco. His role included overseeing two competing consulting firms performing building surveys to ensure uniformity of data from SCA and the other two consultants. Mr. Siu managed completion of this extensive, fast-track project on schedule to accommodate seismic retrofit activities planned for the City-owned buildings. Mr. Siu supervised the development of the asbestos database in parallel with the data collection and laboratory analysis. The final database package contained over 200,000 data records and was installed at the Public Health Department’s headquarters to allow centralized management of asbestos-impacting projects.
